Trustee Schueppert motioned to approve the minutes of the Special Meeting of April 11, 2006 as presented.  Trustee McKevitt seconded.  All present said aye.

Roads & Bridges

 

EJ&E Quiet Zone Study

Trustee Schueppert motioned to adopt the resolution authorizing and approving an intergovernmental agreement for the establishment of a quiet corridor along the Elgin, Joliet, and Eastern Railroad as presented.  Trustee Gohl seconded.  As presented and reviewed, the resolution permits the Village to participate in a regional study relating to the funding of alternative safety measures to avoid the mandated sounding of train horns at highway-rail crossings.  It also authorizes the President to sign an agreement on a quiet corridor as Exhibit A to the resolution .  All present said aye.

Consideration of Bids for Public Improvements

 

Trustee McKevitt, with the assistance of Dan Strahan of Gewalt-Hamilton & Associates, presented a PowerPoint, which identified roads & bridges in need of improvement in addition to bids for those improvements.  3.68 miles of Village roads were considered for improvement.  It was estimated that the life of these improvements would be eleven years.  $750,000 was available in the budget for improvements this year.  Trustee McKevitt clarified that the improvements considered were for the 2006 Road Program year, but were in fiscal year 2007.  Roads included in the bid package included:

 

Ridge Road-County Line to STA 19+00    Trustee McKevitt informed Board Members that there were 4,660 average daily trips (ADT) on Ridge Road, the second highest in Village.  President Abboud pointed out that the possible Kelsey Road School could contribute much traffic along this roadway.  Trustee Schueppert raised concerns about automobiles traveling south on Ridge and making a right-hand turn onto County Line Rd.  He felt such a turn was rough on the automobiles because they would encounter potholes when turning.  Trustee McKevitt and Dan Strahan pointed out that the Ridge Road is 26’ wide at the intersection of Ridge and County Line and slowly tapers off to 22’ in width.  Trustee Abboud pointed out that the intersection fell under the jurisdiction of IDOT.  President Abboud stated the Village could provide such improvements, but would need to receive funds from IDOT to do so.  Trustee Gohl asked if the portion of Ridge would last longer than the improvement north of Merri Oaks Rd.  Mr. Strahan said it would because the improvement north of Merri Oaks was just a resurface. 

 

Honeycutt Road  -   Trustee McKevitt spoke of the need to improve drainage on this roadway.  She also mentioned that an arborist was hired to remove dead trees along the roadway.  She also noted that this roadway was last improved in 1996, completing the first cycle of the Ten-Year Road Plan.

 

Hills & Dales Road  -   Trustee McKevitt and the Village Engineer’s Office believe that this road was in the best of condition of all the roads considered in the 2006 Road Program. 

 

Haeger’s Bend Road-Chapel to Village Limits  -   Trustee McKevitt told the members that this road was considered last year, but was delayed because of budget considerations. 

 

 Spring Lane & Little Bend Road  -   These roads were built in the 1970s and initially under private ownership.  The road was transferred to Village ownership in 2000.  A general discussion about private ownership of roads ensued.  The Board stated its desire not to acquire private roads that were in poor shape.  President Abboud felt that roads which had more than four homes on them would not be maintained well.  Other members disagreed stating that modern home owners’ associations had stronger enforcement provisions in their agreements. 

 

 

 

Road work should start in late May or early June and commence on August 11, 2006. Notification letters will be sent out to residents adjacent to affected roads as soon as the bid is approved.  There were six bids received for the 2006 Road Program on April 11, 2006.  The Village benefited from requesting bids earlier than in past years because asphalt prices are likely to rise in the coming months.  Bids ranged from $785,918.60 to $980,077.00.  The lowest bidder was Arrow Road Construction at $785,918.60.  The second lowest bidder was Curran Construction at $791,111.95.  The Engineer’s opinion of probable cost was $802,825.00.  The cost per road for Arrow Construction’s bid is as follows:                

 

Ridge Road- 154,108.45 ($81.11/FT)

Honeycutt Road-113, 672.90 ($81.19/FT)

Haeger’s Bend Road-$120,403.50 ($50.80/FT)

Hills& Dales-$131,210.75 ($30.59/FT)

Spring Lane & Little Bend Road- $266,523.00 ($28.41/FT)

 

    

 

Cuba Road Bridge     Three bids were received for Cuba Bridge maintenance on April 19, 2006.  Work is anticipated to begin in early May.  Cuba Bridge is anticipated to be closed for three to four weeks.  Work will be coordinated with Cuba Township Highway Department, as the Township is working on improvements on Cuba Road.  Trustee McKevitt has scheduled a meeting to discuss such coordination efforts with the Supervisor of Cuba Township and Chief Murphy.  The contract completion date for this project is June 2, 2006.  Trustee McKevitt stated a 2005 inspection of this bridge, in accordance with IDOT’s rules for bridge inspections, determined the underside of the bridge was deteriorating.  President Abboud stated that the bridge was thirty years old and had virtually no maintenance done on it.  He also stated the five beams of the bridge were not moving in concert.  Trustee Schueppert asked if the Village Engineer’s office had worked with any of the firms that bid for work on the bridge.  Todd Gordon said that they had “worked with them on several projects.”  Dan Strahan added that Alliance Contractors was recommended by many of those with whom Gewalt-Hamilton had worked. 

 

Trustee McKevitt made a motioned to award a contract for the 2006 Cuba Road Bridge Maintenance Program to Alliance Contractors in the amount of $64,177.50.  Trustee Smithe seconded the motion.  Roll Call.

 Trustee McKevitt referred to a conversation with Trustee Smithe, Chairman of the Finance Committee, regarding roads & bridges funding.  She said Trustee Smithe had stressed to Trustee McKevitt the need for the Village to “live within our means.”  Trustee McKevitt in consultation with Trustee Smithe proposed some alternate savings proposals for the Road Program.  The savings alternatives had to do with delaying work on Hills & Dales Rd since it was in the best condition of all the proposed roads.  She recommended to the Board three options. First, include all roads proposed in the Road Program.  This option would cost $785,918.60.  Second, remove Hills & Dales Road from the 2006 Road Program.  This option would cost $654,707.85.  The last option would require only patching for Hills & Dales Rd.  The option would cost $666,161.60.  Trustee McKevitt felt the third option was the best.  President Abboud said the third option would be cheaper in the long run than the first because the patching of Hills & Dales would reduce cost for next year’s construction on that road.  Trustee McKevitt made a motioned to award a contract for the 2006 Road Program to Arrow Road Construction in the amount of $666,161.60, which includes work on the following roads:

 

Ridge Road

Honeycutt Road

Hills & Dales Road (Patching Only)

Haeger’s Bend Road

Spring Lane & Little Bend Road

 

Trustee Smithe seconded the motion.  Roll Call.

Trustee McKevitt notified the Board that they would once again consider bids sometime in the late summer for the Drainage Program.  Funds from the Drainage Program come from motor fuel tax funding.  President Abboud requested Trustee McKevitt expand the eligible projects in the Drainage Program.

 

Trustee Horne motioned to adjourn at 7:34 pm.  Trustee McKevitt seconded.  All present said aye
