Minutes of the Special Meeting April 11, 2006

 

President Abboud called the Special Meeting to order at 6:34 pm.  Roll Call.

President Abboud explained that the purpose of the meeting was to institute procedures for compliance with the Open Meetings Act with respect to periodic review of archived Executive Session minutes and also with respect to review of audio recordings of past Executive Sessions.

 

Trustee Gohl motioned to adjourn to Executive Session to conduct the reviews at 6:35 pm.  Trustee Smithe seconded.  Roll Call.

EXECUTIVE SESSION

 

PUBLIC SESSION

 

President Abboud called the Public Session to order at 7:20 pm.

 

President Abboud indicated that an internal procedural problem with respect to archiving of the minutes of the Executive Session minutes and audio recordings had been addressed in the immediately preceding Executive Session.   In compliance with Illinois statutes, the Executive Session minutes will be reviewed on a semi-annual basis in an Executive Session to determine whether or not they can be released into the Public Record.   Audio recordings of the Executive Sessions will also be reviewed as to whether or not they should be destroyed on a regular basis.

Release of Executive Minutes 1984-1989 – Trustee Horne motioned authorization to release the minutes of the Executive Sessions of May 21, 1984 through December 18, 1989 to the Public Record.  Trustee McKevitt seconded.   All present said aye.

Release of Executive Minutes 1990-1999 – Trustee Smithe motioned authorization to release the minutes of the Executive Sessions of January 29, 1990 through November 22, 1999  to the Public Record with the exception of items noted by the Village Clerk in the Executive Session of April 11, 2006.  Trustee Schueppert seconded.   All present said aye.

Release of Executive Minutes 2000-2006 – Trustee McKevitt motioned authorization to release the minutes of the Executive Sessions of January 24, 2000 through February 27, 2006 to the Public Record with the exception of items noted by the Village Clerk in the Executive Session of April 11, 2006.  Trustee Horne seconded.   All present said aye.

Destruction of Audio Recordings of Executive Minutes – Trustee Horne motioned authorization to destroy the audio recordings of the Executive Sessions of January 26, 2004 through August 23, 2004.  Trustee Smithe seconded.   All present said aye.

President Abboud indicated that there may be a potential violation of the intergovernmental agreement between the Villages of Barrington and Barrington Hills in light of apparent non-compliant activity on the Wamberg property and the Flint Creek Crossings development.   The matter will be investigated.

 

President Abboud also noted that there were several signs posted in the Village to advertise new construction which are in violation of the size requirements of the Village Code.  An inventory will be taken and an effort will be made to have the oversized signs removed.

 

Trustee Smithe reminded the Board that the 2006 budget will need to be reviewed at the next regular Village Board meeting.  The Board discussed facilitating approval of the road bids for the 2006 work in an additional meeting prior to the next regular Board meeting so that the road work costs can be accurately reflected in the budget.

Trustee Smithe motioned to adjourn the Public Session at 7:42 pm.  Trustee McKevitt seconded.   All present said aye.
