Motion Approved FINANCE – Walter E. Smithe Treasurer’s Report – Trustee Smithe presented the Treasurer’s Report for the month of December 2005. Trustee Smithe motioned to accept the Treasurer’s report as presented. Trustee Horne seconded. Roll Call. Trustee Gohl seconded. All present said aye. Motion Approved Presentation of Bills – Trustee Smithe motioned to approve the payment of the bills for the month of January totaling of $449,839.33. Attorney Wambach advised that his firm’s hourly rates will be increasing and proposed a flat fee of $1000 for Board meeting attendance and $500 for ZBA meeting attendance. The flat fee would represent a savings of approximately 50%. RFP Audit Services – President Abboud expressed the Board’s appreciation to Mr. Kosin and Trustee Smithe for their efforts in the solicitation of audit services. A motion was made to entertain bids from new auditing firms. Trustee Schueppert seconded. All present said aye. Motion Approved ROADS AND BRIDGES – Julie McKevitt Monthly Report – Trustee McKevitt reported that the Roads and Bridges Committee had met on January 13, 2006 at the residence of Mr. Olic, who had ongoing concerns regarding his foundation and landscaping on his property on Cuba Road. The committee will wait for the completed engineering report by STS Consultants before making any decisions. The committee also met with Tom Gooch of Cuba Township regarding snow removal and was complimentary of the work done after the last snow storm. PUBLIC SAFETY – Fritz Gohl Monthly Report – Trustee Gohl deferred to Chief Murphy who presented the Police Report for the month of December 2005. Squad Car Lease – Trustee Gohl motioned to authorize the expenditure of no more than $72,708.77 to lease or purchase three squad cars, based on a review by the Finance Committee. Trustee Horne seconded. There was discussion regarding leasing versus purchasing. Each vehicle would cost $22,650 to purchase and $24,236 to lease over three years. Schueppert ZBA Report – Trustee Schueppert reported that the Zoning Board will make recommendations in the future regarding home occupation write up. No discussion regarding this. Building Permit Report – Trustee Schueppert reported that eight building permits had been issued during the month of December 2005. They include permits for 3 additions, 2 alterations, 1 pool, 1 septic repair, and 1 demolition. Total permits for residences had increased in 2005. PLANNING – Steven E. Knoop Barrington Ridge LC– There was a discussion on the request to reduce the Letter of Credit to $239,124. Trustee Knoop motioned to approve the request, as recommended by the Village Engineer. Trustee McKevitt seconded. Roll Call. Ayes: 7 (Schueppert, Knoop, McKevitt, Smithe, Gohl, Horne, Abboud) Nays: 0 Absent: 0 Motion Approved Inverness Boundary Agreement – Mr. Kosin summarized the agreement with Nancy Harbottle, attorney for Abbey Woods Subdivision. Trustee Knoop motioned to approve a boundary agreement with the Village of Inverness. Trustee Smithe seconded. Roll Call. Ayes: 7 (Schueppert, Knoop, McKevitt, Smithe, Gohl, Horne, Abboud) Nays: 0 Absent: 0 Resolution 06-1 Fox River Grove – The Village of Fox River Grove is seeking to plan with the Village of Barrington Hills on the future use of unincorporated property that lies between the two villages. Fox River Grove intends to create a nature preserve. President Abboud is unsure about the specifics, but agrees with preservation ideas, and discussions are expected to continue. The Development Commission is expected to review whether annexation is an option for Barrington Hills. INSURANCE – George L. Schueppert Monthly Report – No report was given. HEALTH, BUILDINGS & GROUNDS, ENVIRONMENT – Theodore L. Horne Monthly Report – Trustee Horne reviewed monthly reports with the Board, and noted that several variations of a new logo will be presented for the Board’s review. Solid Waste Management Report – Trustee Horne reported that 10.64 percent of the 7,900 pounds of residential waste collected in the month of December 2005 was recyclables diverted from landfills. Groundwater Planning - Trustee Horne motioned that the Board of Health be empowered to make recommendations on water quality and future planning. Trustee Smithe seconded. Discussion and concerns were expressed about the groundwater studies currently underway and the State-declared drought. It was the concurred that the authority of the Board of Health be as a recommending body only. Roll Call. ADMINISTRATION – Robert G. Abboud Barrington Farms/McHenry County – Trustee McKevitt motioned to authorize the Village of Barrington Hills to appear in opposition to the Zoning Petition for Barrington Farms before the McHenry County Zoning Board of Appeals. Trustee Gohl seconded. The hearing is scheduled for February 1, 2006 at 1:30 P.m. at the McHenry County Administrative Building. Roll Call.
