All present said aye. Motion Approved FINANCE – Walter E. Smithe Treasurer's Report – Trustee Smithe presented the Treasurer's Reports for the month of November 2004. Motion Approved Presentation of Bills – Trustee Smithe motioned to approve the payment of the bills for the month of November 2004 totaling $107,178.45. Trustee Abboud seconded. Roll Call. Abboud Monthly Report – Trustee Abboud reported on the status of roadwork. The year 2005 Road Project is proposed to cover the south end of Meadow Hill Road at Lake Cook Road, Healy Road south of Penny, Chapel Road, Haeger's Bend south of River Road, and Cuba Road east of Plum Tree Road. Driveway Standard Ordinance - Trustee Abboud motioned to approve the driveway standard ordinance. Trustee Smithe seconded. All present said aye. Ordinance 04-16 Routes 62 & 25 Final Payment – Trustee Abboud reported that $40,898.74 is the final payment due for the traffic lights that were installed as part of the intersection improvement of State Routes 62 & 25. The payment is due April 2005 and will be paid out of MFT funds. All present said aye. Motion Approved MFT/Ridge Road – Trustee Abboud motioned to approve the MFT resolution to obligate $12,000 of MFT funds for the work on Ridge Road. Trustee Sapp seconded. Roll Call. Gohl Monthly Report –Trustee Gohl deferred to Chief Clauser who presented the Police Report for the month of December 2004. Surplus Property Ordinance - Trustee Gohl motioned to pass an ordinance for the disposal of surplus property. Trustee Smithe seconded. All present said aye. Ordinance 04-17 Compliance Citation Amendment - Trustee Gohl motioned to accept the compliance citation amendment to increase the fine for a non-moving violation from $25.00 to $50.00. Trustee Smithe seconded. All present said aye. Ordinance 04-18 BUILDING AND ZONING – Theodore L. Horne ZBA Report – Robert Kosin reported that the ZBA granted the variance at Rock Ridge Road from the floor area ratio requirement and continued the Smith artificial lake petition. Building Permit Report – Trustee Horne reported that 15 building permits had been issued during the month of November 2004. They include 3 residences, 2 additions, 1 alteration, 1 pool, 2 garages, 2 septic repairs, 3 demolitions, and 1 site development. PLANNING – Daria G. Sapp Monthly Report – Trustee Sapp reported that the Plan Commission had met in November. They are working on the McLaughlin property and the Comprehensive Plan. Subdivision Ordinance Sanitary Service Amendment - Trustee Sapp motioned to approve the Subdivision Ordinance Amendment for sanitary service. Trustee Abboud seconded. All present said aye. Ordinance 04-19 HEALTH, INSURANCE – Daria G. Sapp Insurance - Trustee Sapp reported that she is working getting a speaker to speak to the Board. Health – The Board of Health did not meet this month. BUILDING & GROUNDS, ENVIRONMENT – Julie McKevitt Monthly Report – Trustee McKevitt reported that the analysis of the curbing for the sally port is not structural. Solid Waste Management - Trustee McKevitt reported that 20% of all waste collected from 1153 homes in November was diverted from landfills. ATTORNEY – Douglas Wambach Attorney Wambach stated that there were no further matters of litigation to be addressed. ADMINISTRATION – James A. Kempe Annual Meeting Calendar - Trustee Abboud motioned to accept the Annual Calendar as presented. Trustee McKevitt seconded. All present said aye. Motion Approved West Lane Vacation Ordinance - Trustee motioned to adopt the ordinance for the vacation of West Lane as presented. Trustee Smithe seconded. All present said aye. Ordinance 04-13 Equestrian Trials - There was discussion about including a map of the equestrian trails in the Comprehensive Plan. Wildlife Management - There was discussion regarding wild life control. Trustee Smithe suggested contacting the Max McGraw Wildlife Foundation, and Trustee Sapp proposed to inquire about the information available from county and state agencies, including BACOG. BACOG Report – President Kempe attended the BACOG meeting where a position was proposed on certain legislative items and discussion occurred regarding the extension of Route 53 and the Affordable Housing Act. Public Comments - The residents from Eagle Point Subdivision asked the Village for assistance with East Dundee and the developer to the west of their subdivision regarding the lighting from that development on their properties. Trustee Abboud suggested that we initiate meetings with McHenry County regarding intergovernmental agreements. Trustee Abboud requested that the staff create a letter to McHenry regarding zoning. President Kempe concurred that a copy of the letter be sent as well to the Village of Algonquin. Trustee Gohl motioned to adjourn the Public Session at 10:47 p.m. Executive Session preceded the Board Meeting. Trustee McKevitt seconded.
