Eine, Resident MINUTES Trustee Sapp motioned to approve the minutes of the Regular Meeting of June 28, 2004 with corrections as follows: on page 2, under Roads and Bridges, add "A meeting is intended with IDOT regarding the function of certain intersections on the State roads in the Village."; on page 2, under Public Safety, add "Com Ed will be informed of their obligation to maintain NO TRESPASS signs and the pursuant prosecution of violations."; on page 3, under Administration, add "Robert Kosin will attend the regional CATS and National Railroad Authority meeting on the proposed rules for the new Quiet Zones at railroad crossings."; on page 2, paragraph 2 add "Horne" to the names of Trustees voting Aye; on page 3, paragraph 5 change 8.1% to "19%". Motion Approved FINANCE – Walter E. Smithe Treasurer's Report - Trustee Smithe presented the Treasurer's Report for the month of June 2004. Trustee Smithe motioned to accept the Treasurer's Report as presented. Trustee Sapp seconded. All present said aye. Motion Approved Presentation of Bills – Trustee Smithe motioned to approve the payment of bills for the month of July 2004 totaling $228,944.76. Trustee McKevitt seconded. Roll Call. Abboud Monthly Report – Trustee Abboud reported on the road construction design details of Ridge and Plum Tree Roads. Construction of Plum Tree Road is scheduled to begin the second week of August and will continue for approximately 6 to 8 weeks. Road work on Oak Knoll Road is complete. Trespassing signs have been posted on the Com Ed property. Mr. Kosin attended a meeting regarding the railroad quiet zone. Road Expenditures– Trustee Abboud motioned to authorize the expenditure of $92,204 from Motor Fuel Tax revenues and $13,255 from Road and Bridges Fund revenues for the resurfacing of Ridge Road. Ayes: 7 (McKevitt, Smithe, Sapp, Gohl, Abboud, Horne, Kempe) Nays: 0 Absent: 0 Motion Approved Trustee Abboud motioned to authorize the expenditure of $514,540 from Roads and Bridges Fund revenues for the resurfacing of Plum Tree Road from Ridge Road to 348 feet east of the Village limit. Ayes: 7 (McKevitt, Smithe, Sapp, Gohl, Abboud, Horne, Kempe) Nays: 0 Absent: 0 Motion Approved Following discussion on aggregate material being deposited on Village roads, President Kempe requested staff to review the matter. PUBLIC SAFETY – Fritz H. Gohl Monthly Report –Trustee Gohl deferred to Chief Clauser who presented the Police Report for the month of June 2004, which included the 4 fatalities that occurred in the Village in June 2004. BUILDING AND ZONING – Theodore L. Horne ZBA Report – Trustee Horne reported that the ZBA had met in June. A variance for 13 Deepwood Road was granted for a setback for a stable. A variance for 581 W. Cuba Road was granted for average lot width. The ZBA was addressed by Donald Bing of Gewalt Hamilton on the average lot line width requirements. Building Permit Report –Trustee Horne reported that there were 12 building permits issued during the month of June 2004. These include 1 residence, 2 additions, 1 alteration, 1 garage, 1 tennis court, 1 pool, 1 antenna, 1 septic repair, 2 site developments, and 1 demolition. PLANNING – Daria G. Sapp Monthly Report – Trustee Sapp reported that the Plan Commission had met in July 2004, and the Barrington Ridge property is in process. The appearance of the Fair Meadows subdivision has been greatly improved by Mr. Cimo, the developer. The Trustees reviewed a letter from Gerald Callaghan regarding a 12-month moratorium on subdivision plats, as requested by Trustee Abboud. HEALTH, INSURANCE – Daria G. Sapp Monthly Report – Trustee Sapp reported that an automated inventory program has been established for control of Village assets. BUILDING & GROUNDS, ENVIRONMENT – Julie McKevitt Monthly Report – Trustee McKevitt reported that the work on the south entrance has begun with the renovation of the HVAC equipment in the utility room, after which the new telephone system may be installed. The planting of turf grass on the island at Spring Creek and Haeger's Bend Roads will take place in the fall, and mowing will continue until that time. Solid Waste Management - Trustee McKevitt reported that the monthly report from Groot shows that 18% of all waste collected from 1153 homes in June was diverted from landfills. ATTORNEY – Douglas Wambach Attorney Wambach stated that matters of litigation would be addressed in Executive Session. ADMINISTRATION – James A. Kempe Trustee Horne motioned to join the McHenry County Council of Governments for one year. Trustee Abboud seconded. All present said aye. Motion Approved CUSD 220 Report – Trustees Sapp and Abboud met with CUSD 220 about changing the school district of the children in our Village who are currently assigned to CUSD 300. Affordable Housing – Attorney Wambach reviewed the status of the new affordable housing law and its applicability to a Home Rule municipality.
