Trustee Abboud seconded. Following discussion, the motion was withdrawn." Trustee Abboud seconded. All present said aye. Motion Approved Trustee Abboud motioned to approve the minutes of the Special Meeting of September 6, 2002 with a change to the first sentence of the last paragraph on page 1 : "Exhibit D is the landscape plan submitted by the Mitchells which Attorney Hayward used to present an alternative proposal on behalf of the Bischofs and the McTerrans". McManus Monthly Report – Trustee McManus deferred to Chief Clauser who summarized the Police Report for the month of August 2002 and introduced new Police Assistant, Michele Meservey. Bear Necessities Road Permit - Pamela Kublank addressed the Board requesting a permit for a Pediatric Fundraiser Run which would, in part, require the use of certain Barrington Hills roads for one hour, some time between 9:30 a.m. to 12:00 noon on Sunday, October 6, 2002. Trustee McManus motioned to grant the permit to Bear Necessities Pediatric Cancer Foundation on the route requested with the understanding that they comply with the Village's liability insurance requirements and that no permit will be granted to them in the future. Abboud, Jr. Monthly Report – Following a report on road resurfacing, Trustee Abboud motioned to spend an additional $20,000 on road patching materials for surface improvements, primarily on Ridge, Plum Tree, Haeger's Bend, Church, and Chapel Roads, contingent upon a letter from the Village Engineer confirming that the cost of 1,000 square yards would not exceed $20,000. Trustee McManus seconded. Roll Call. Ayes: 6 (Sapp, Gohl, Abboud, Horne, McManus, Kempe) Nays: 1 (Fossler) Absent: 0 Motion Approved Snow Plow Bids – Trustee McManus motioned to accept the snow plow bid from Plote, Inc., Elgin, Illinois for the 2002-2003 winter plowing. Motion Approved Solar Mobile Speed Trailer – Trustee McManus motioned to authorize the renovation of the solar mobile speed trailer at a cost not to exceed $1,000. Trustee Gohl seconded. Fossler Treasurer's Report - Trustee Fossler motioned to accept the Treasurer's Report for the month of August 2002. Trustee McManus seconded. All said aye. Motion Approved Presentation of Bills – Trustee McManus motioned to approve the bills totaling $155,013.45 for the month of September, 2002. Trustee Fossler seconded. Roll Call. All present said aye. Ayes: 7 (Sapp, Gohl, Abboud, Fossler, Horne, McManus, Kempe) Nays: 0 Absent: 0 Motion Approved Overtime – Trustee McManus motioned to approve payment of overtime expenses of $4,629.79 for August 16 through 31, 2002 and $4,706.13 for September 1 through 15, 2002. Trustee Fossler motioned to accept their Annual Audit Report for Fiscal Year 2002. Trustee Horne seconded. All present said aye. Motion Approved Telco Tax Act – Trustee Fossler motioned to pass an ordinance changing the tax rate for the Simplified Municipal Telecommunications Tax Act to 6% on land-based and wireless service providers. Trustee Horne seconded. All present said aye. Ordinance 02-13 PLANNING – Daria G. Sapp Wamberg Petition – Attorney Robert Best addressed the Board on the current status of the Wamberg petition, and reported that an intergovernmental agreement between the Villages of Barrington and Barrington Hills is being drafted. The current proposal calls for an equal exchange of land between the two Villages. Village Board Meeting September 23, 2002 – page 4 BUILDING & ZONING - Theodore L. Horne ZBA Appointments – Trustee Horne motioned to appoint John A. Ward as Chairman of the Zoning Board of Appeals, replacing Jack D.Train, Chairman. Trustee McManus seconded. All present said aye. Motion Approved Trustee Horne motioned to accept the appointment of John L. Quick as a member of the Zoning Board of Appeal for the remaining term of Jack D.Train, Board Member. Trustee McManus seconded. All present said aye. Motion Approved Building Report - There were 10 building permits approved in the month of August 2002. These include 4 residences, 2 additions, 1 pool, 1 septic repair, 1 demolition, and 1 site development. Trustee Abboud asked the Board to consider fewer inspections on smaller projects. Staff was asked to analyze the costs of building permit applications. HEALTH, ENVIRONMENT AND INSURANCE - Daria G. Sapp Environment - Trustee Sapp advised the Board that Citizens for Conservation will host a celebration, "Autumn on the Prairie" at the Grigsby Prairie on September 29, 2002. BUILDINGS AND GROUNDS - Fritz Gohl Monthly Report - Trustee Gohl reported that a check for landscape restoration fund work in the amount of $1,000 had been received from the Barrington Park District in appreciation of the efforts of Barrington Hills to seek a Brownfield Grant for cleanup of the Jewel Tea property in Barrington. ATTORNEY - Douglas Wambach Litigation - Attorney Wambach stated that matters of litigation will be addressed in Executive Session. ADMINISTRATION - James A. Kempe Raffle Licensing – Trustee McManus motioned to adopt a Raffle Ordinance as presented with one change of the fee from $50 to $10. Trustee Gohl seconded. Roll Call.
