Motion Approved Village Board Meeting June 25, 2001 – page 2 MINUTES Trustee Fossler motioned to approve the minutes of the Regular Session of May 21, 2001 with the following corrections: on page 3, paragraph 1 change three to "two", and add "second phase of" after pre-plat, and add "Subdivision" after Farm. Trustee Sapp seconded. All present said aye. Motion Approved Trustee Fossler motioned to approve the minutes of the Executive Session of May 21, 2001. TrusteeHorne seconded. All present said aye. Motion Approved PUBLIC SAFETY – Brian J. McManus Monthly Report –In the absence of Trustee McManus, President Kempe deferred to Chief Clauser who summarized the Police Report for the month of May 2001. Hartwig Roadway Permit – Chief Clauser explained that this charity had received a roadway permit last year and has applied for one this year. Trustee Fossler motioned to issue the permit. Trustee Sapp seconded. All present said aye Resolution 01-13 Surplus Property Disposal – Chief Clauser asked the Board for approval to dispose of unclaimed, abandoned, and departmental surplus property at auction. Trustee Horne motioned for approval. Trustee Fossler seconded. All present said aye. Ordinance 01-2 Vehicle Lease/Purchase – Chief Clauser asked for approval to lease/purchase a Chevrolet Blazer from Ford Motor Credit Corporation. Trustee Fossler motioned for approval. Ayes: 6 (Sapp, Gohl, Abboud, Fossler, Horne, Kempe) Nays: 0 Absent: 1 (McManus) Ordinance 01-3 Firearms Replacement – Chief Clauser recommended that weapons currently in use be replaced by purchasing 19 pistols plus 1 reserve for $12,640, the lowest bid offered. It was the consensus of the Board and the directive of President Kempe that the purchase proceed as a budget item. ROADS AND BRIDGES – Robert G. Abboud, Jr. Engineer's Report - Trustee Abboud reported that he had met with Robert Hamilton and Michael Lukich of the office of the Village Engineer regarding future and current road resurfacing projects. Mr. Hamilton was introduced to present options for future repairs to Meadow Hill Road. Mr. Lukich contributed to the presentation. Questions were taken Village Board Meeting June 25, 2001 – page 3 from the Trustees and the public at this time. President Kempe concluded the question and answer period with an admonition to the Village Engineer to complete plans for the change of the intersection at Spring Creek and Haeger's Bend Roads. Monthly Report – Trustee Abboud reported that bids for the 2001 Road Program will be accepted in July, with work to begin in September on Helm, Old Hart, and Spring Creek Roads. FINANCE – Francine R. Fossler Treasurer's Report - Trustee Fossler motioned to accept the Treasurer's Report for the month of May 2001. Trustee Horne seconded. All present said aye. Motion Approved Presentation of Bills – Trustee Fossler motioned to approve the payment of bills for June 2001 totaling $199,106.88. Trustee Horne seconded. Roll Call. Ayes: 6 (Sapp, Gohl, Abboud, Fossler, Horne, Kempe) Nays: 0 Absent: 1 (McManus) Motion Approved Overtime – Trustee Fossler motioned to approve payment of $5,659.74 in overtime expenses for May16 through 31, 2001 and $6,557.89 in overtime expenses for June 1 through 15, 2001. Sapp Plan Commission – Trustee Sapp reported that the two new commissioners, James O'Donnell and Michael Schmechtig, had been sworn in at the most recent meeting. Daniel Wolfgram was appointed Vice Chairman and Lou Ann Majewski was appointed as Secretary. No action was taken by the Commission. Village Board Meeting June 25, 2001 – page 4 BUILDING & ZONING – Theodore L. Horne ZBA Report – Trustee Horne stated that the Zoning Board of Appeals had not met for lack of a quorum. Building Reports –There were 13 building permits issued between May 16 through June 15, 2001. These include 2 single family residences, 2 demolitions of single family residences, 1 residential addition and alteration, 1 residential addition, 2 inground swimming pools, 1 private horse stable, 1 gazebo, 1 pool house, and 1 septic system repair. There were 65 inspections completed and no meetings attended during this time period. Building Code Amendment – Trustee Horne presented an amendment to the Village Building Code to allow for the issuance of a permit for construction of a foundation for institutional uses. The ZBA had a favorable opinion on the subject. Trustee Fossler motioned to amend the Building Code. Trustee Horne seconded. Motion was approved: 5 ayes, 1 nay (Abboud). Ordinance 01-5 HEALTH, ENVIRONMENT AND INSURANCE - Daria G. Sapp Solid Waste Management – The May 2001 recycling report shows that 4.36 truckloads of recyclables had been diverted from landfills, which represents 87,140 pounds collected from an average of 643 homes serviced per week during that month. Environment – Trustee Sapp reported that the Barrington Area Council of Governments water resources committee has met and will continue to meet monthly to study the area's water requirements and resources on a long-term basis. At the June meeting two subcommittees were created: boundaries/mapping and political policies. BUILDING AND GROUNDS – Fritz H. Gohl Monthly Report – No report was given. ATTORNEY – George Lynch Litigation – Attorney Lynch stated that matters of litigation will be addressed in Executive Session. ADMINISTRATION – James A. Kempe Appointment – President Kempe asked for approval to appoint Trustee Gohl to the 9-1-1 Board. Trustee Abboud motioned for approval. Trustee Sapp seconded. All present said aye.
