All present said aye. Motion Approved Village Board Meeting January 22, 2001 - page 2 PUBLIC SAFETY – Brian J. McManus Monthly Report - Trustee McManus deferred to Chief Clauser who summarized the Police Report for the month of December 2000. Trustee Briggs commented favorably on the annual list of police training sessions attended. Chief Clauser announced that Sprint PCS and PrimeCo had been tested and were presently on line with the 9-1-1 system. ROADS AND BRIDGES – Francine R. Fossler Monthly Report – Trustee Fossler reported that a third meeting was held to present preliminary engineering drawings to residents of Plum Tree Road. The 2001 road program proposal will be presented at the February 2001 Board meeting. Cold patch pothole repairs will begin this week on Ridge, Chapel, River, Plum Tree, and Haegers Bend Roads. Petition – Paulette Pelletier, a resident of Fox River Grove, presented the Board with a petition signed by the Plum Tree Road Residents Association of Fox River Grove, which opposes the widening of Plum Tree Road. FINANCE – Charles W. Sweet Treasurer's Report – Trustee Sweet motioned to accept the Treasurer's Report for the month of December 2000. Trustee Briggs seconded. All present said aye. Motion Approved Presentation of Bills – Trustee Horne motioned to approve the payment of bills for January 2001 totaling $226,435.44. Trustee Fossler seconded. Roll Call. Ayes: 7 (Russo, Fossler, Horne, Sweet, Briggs, McManus, Kempe) Nays: 0 Absent: 0 Motion Approved Overtime – Trustee Sweet motioned to approve payment of $5,272.16 in overtime expenses for December 16 through 31, 2000 and $4,473.06 in overtime expenses for January 1 through 15, 2001. Briggs Porter School Drainage Easement – Trustee Briggs stated that the Plan Commission recommends approval of the vacation of a drainage easement on Lot 5 of Porter School Subdivision, because the detention area serves no purpose. The Lake County Stormwater Village Board Meeting January 22, 2001 - page 3 Management Authority which designated the area on the plat originally, now recommends its elimination. The Village has the authority to vacate it. Trustee Briggs motioned for approval. Trustee McManus seconded. All present said aye. Resolution 01-1 BUILDING & ZONING – Theodore L. Horne Building Reports –There were 9 building permits issued between December 16, 2000 through January 15, 2001. These include 1 single family residence, 2 demolitions of a single family residence, 1 residential addition and alteration, 1 inground swimming pool, 1 artificial lake, 2 septic system repairs, and 1 standby generator system. There were 64 inspections completed and no meetings attended during this time period. For the year 2000 there were 141 building permits issued. These include 37 single family residences, 2 residential additions, 13 residential alterations, 18 residential additions and alterations, 13 swimming pools, 8 barns, 13 septic system repairs, 3 site developments, 3 tennis courts, 1 storage building, 1 gazebo, 7 detached garages, 4 demolitions of a single family residence, 1 demolition of a garage, 1 demolition of a barn, 1 demolition of a swimming pool, 1 barn addition, 2 private accessory buildings, 2 private boat houses, 3 artificial lakes, 4 pool houses, 1 summer house, 1 commercial antenna, and 1 standby generator system. Barrington United Methodist Church Special Use – Trustee Horne stated that the Zoning Board of Appeals recommends approval of a special use permit to Barrington United Methodist Church to construct its church building at Old Bartlett and Algonquin Roads. Attorney Harbottle addressed the Board regarding the request to obtain a permit for site development including foundation and another permit for the construction of the building. Trustee McManus motioned to approve the permit. Trustee Briggs seconded. All present said aye. Resolution 01-2 Szymanski Artificial Lake - Trustee Horne stated that the Zoning Board of Appeals recommends approval of a permit for an artificial lake at 689 Helm Road. Trustee Horne motioned for approval of the permit. Trustee Russo seconded. All present said aye. Resolution 01-3 HEALTH, ENVIRONMENT AND INSURANCE – Lorraine H. Briggs Solid Waste Management – The December 2000 recycling report shows that 3.39 truckloads of recyclables had been diverted from landfills, which represents 67,840 pounds collected from an average of 732 homes serviced per week during that month. The annual report for 2000 shows that 31.91 truckloads of recyclables had been diverted from landfills, which represents 627,340.1 pounds collected from an average of 732 homes serviced per week during the year. Village Board Meeting January 22, 2001 – page 4 Insurance – Trustee Briggs reported that The Hartford has decided to no longer provide the public entity and school insurance program they had been offering through PENCO. We are exploring other options for property and casualty coverage for the Village for fiscal year 2002. BUILDING AND GROUNDS – David A. Russo Monthly Report –Trustee Russo reported that the entry foyer and stairwell were painted in January 2001, and that plans to paint walls in the Police Department are being considered. ATTORNEY - Douglas Wambach Litigation – Attorney Wambach stated matters of litigation and leases will be addressed in Executive Session. ADMINISTRATION – James A. Kempe Algonquin Boundary Agreement – President Kempe reviewed a 20-year agreement as presented to the Board. The removal of the Spring Creek Road gate and modifications to the traffic patterns in that area are part of the agreement. Trustee McManus motioned to authorize President Kempe's signing of the amended and modified agreement and delivering to the Village of Algonquin for signature. Trustee Russo seconded.
