McManus Monthly Report - Trustee McManus deferred to Chief Clauser who summarized the Police Report for the month of November 2000. *Trustee Horne arrived at 8:15 p.m. ROADS AND BRIDGES – Francine R. Fossler Monthly Report – Trustee Fossler reported that committee meetings have been held and that Plote, Inc. is handling the snowplowing and salting. Resurfacing of Palatine Road is scheduled by IDOT for Spring 2001. Village Board Meeting December 18, 2000 – page 2 FINANCE – Charles W. Sweet Treasurer's Report – Trustee Sweet motioned to accept the Treasurer's Report for the month of November 2000. Trustee Russo seconded. All present said aye. Motion Approved Presentation of Bills – Trustee Sweet motioned to approve the payment of bills for October 2000 totaling $115,706.67. Trustee Russo seconded. Roll Call. Ayes: 7 (Russo, Fossler, Horne, Sweet, Briggs, McManus, Kempe) Nays: 0 Absent: 0 Motion Approved Overtime – Trustee McManus motioned to approve payment of $5,748.48 in overtime expenses for November 16 through 30, 2000 and $4,263.37 in overtime expenses for December 1 through 15, 2000. Briggs Grigsby Easement – Trustee Briggs motioned to accept the enforcement authority for the Mrs. Peggy Richardson's December 2000 land donation to Citizens for Conservation. Trustee Fossler seconded. All present said aye. Resolution 00-29 BUILDING & ZONING – Theodore L. Horne Building Reports –There were 9 building permits issued between November 16 through December 13, 2000. These include 4 single-family residences, 2 inground swimming pools, 1 private horse stable, 1 septic system repair, and 1 communications antenna. There were 74 inspections completed and no meetings attended during this time period. Al-Azhar Islamic Foundation – Trustee McManus motioned to adopt a resolution granting the Al-Azhar Foundation a Special Use Permit regarding the establishment of a religious institution at 56 Hawthorne Road subject to certain conditions. Trustee Russo seconded. All present said aye. Resolution 00-30 Village Board Meeting December 18, 2000 – page 3 Trustee Fossler motioned to review the Special Use ordinance for landscaping, lighting, etc. to be sent to the ZBA for their review. Trustee McManus seconded. All present said aye. Motion Approved HEALTH, ENVIRONMENT AND INSURANCE – Lorraine H. Briggs Environment – Trustee Briggs distributed a newspaper article about use of a buffer of native plants around the shoreline of bodies of water to discourage Canada geese. Charity Run Events – Trustee Briggs presented a policy regarding the amount of insurance from organizations who request use of roads in the Village. Trustee Sweet motioned to approve the policy. Trustee Fossler seconded. All present said aye. Motion Approved A letter stating the policy will be sent to those organizations which have regularly made this request. President Kempe stated that he would request the Village Attorney to draft two additional letters; one regarding the removal of objects on roadway easements on dedicated roads; the other one would alert residents of their liabilities on nondedicated roads. BUILDING AND GROUNDS – David A. Russo Monthly Report –Trustee Russo reported that the entry foyer and stairwells will be painted in January 2001. ATTORNEY - Douglas Wambach Litigation – Attorney Wambach stated that legal matters will be addressed in Executive Session. ADMINISTRATION – James A. Kempe Meeting Calendar – Trustee McManus motioned to adopt the 2001 Meeting Calendar. Trustee Briggs seconded. All present said aye. Motion Approved President Kempe motioned to appoint Anne L. Majewski, M.D. and Donald J. Arenson, D.P.M. to fill vacancies on the Board of Health. Trustee McManus seconded. All present said aye.
