ROADS AND BRIDGES – Francine R. Fossler Monthly Report – Trustee Fossler reported that the Roads and Bridges Committee had met with the Village Engineer to discuss the 2001 Road Program. A list of roads under consideration for resurfacing is not complete at this time. FINANCE – Charles W. Sweet Treasurer's Report – Trustee McManus motioned to accept the Treasurer's Report for the month of October 2000. Trustee Briggs seconded. All present said aye. Motion Approved Presentation of Bills – Trustee Sweet motioned to approve the payment of bills for October 2000 totaling $144,340.49. Trustee McManus seconded. Roll Call. Resolution 00-24 Investment Ordinance – Trustee Sweet motioned to adopt an Ordinance designating accounts, agencies and brokers for investment of Village Funds. Trustee Briggs seconded. All present said aye. Ordinance 00-15 PLANNING – Lorraine H. Briggs Pond Gate Farms – Trustee Briggs reported that the Plan Commission recommends approval of the preliminary plat of Pond Gate Farms Subdivision subject to certain conditions. Twenty-eight homes on 5-acre parcels are planned for the 142 acres. Thomas Hayward, Attorney and Rich Young of Lakewood Homes answered questions about the equestrian easement and the entrance road. Trustee McManus motioned to approve the preliminary plat. Trustee Horne seconded. All present said aye. Resolution 00-25 BUILDING & ZONING – Theodore L. Horne Building Reports –There were 14 building permits issued between October 16 through November 15, 2000. These include 7 single-family residences, 3 residential additions and alterations, 1 residential alteration, 1 inground swimming pool, 1 pool house, and 1septic system repair. There were 73 inspections completed and 2 meetings attended during this time period. Barrington Farms – Trustee Horne reported that the Zoning Board of Appeals had met last week and had unanimously recommended denial of the request by Duda Development Company for a zoning amendment. Trustee Horne motioned to accept the recommendation of the ZBA. Trustee Fossler seconded. All present said aye. Motion Approved Village Board Meeting November 27, 2000 – page 4 Jesuit Retreat House – Trustee Horne reported that the Zoning Board of Appeals recommends granting a special use permit with certain conditions to expand the size of the Jesuit Retreat House. Trustee McManus motioned to grant the permit. Trustee Russo seconded. All present said aye. Resolution 00-26 Furmanski Artificial Lake – Trustee Horne reported that the Zoning Board of Appeals recommends granting a permit for an artificial lake at 40 Brinker Road with the usual conditions. Trustee McManus motioned to grant the permit. Trustee Russo seconded. All present said aye. Resolution 00-27 HEALTH, ENVIRONMENT AND INSURANCE – Lorraine H. Briggs Solid Waste Management –The October 2000 recycling report shows that 3.02 truckloads of recyclables had been diverted from landfills, which represents 54,960 pounds collected from an average of 715 homes serviced per week during that month. Insurance – Trustee Briggs reported that the Illinois Public Risk Fund's most recent audit shows a low loss factor over the past 3 years, which has lowered the premium for Workers Comp coverage. The Combined Insurance Company of America's new rates have been increased for disability coverage, however. Charity Run Events – Trustee Briggs inquired of the Village Attorney as to the status of a draft of a proposed letter to charitable organizations stating the Village's position on liability. BUILDING AND GROUNDS – David A. Russo Monthly Report –Trustee Russo reported that some Police Department offices will have new carpet installed and that repainting of the front hall and foyer will follow. ATTORNEY - Douglas Wambach Litigation – Attorney Wambach stated that legal matters will be addressed in Executive Session. ADMINISTRATION – James A. Kempe Open Burning Amendment – President Kempe stated that proposed modifications are recommended for the control of open burning and the safety of residents. Trustee Fossler motioned to adopt the amended ordinance. Trustee Briggs seconded. All present said aye. Ordinance 00-16 Village Board Meeting November 27, 2000 – page 5 Voice Stream Lease – President Kempe explained that an addendum to the original lease agreement with PCS Primeco to allow Voice Stream to add its antenna to the PrimeCo tower was prepared and ready for a vote. Trustee Russo motioned to adopt the amendment to the agreement for the benefit of Voice Stream. Trustee Fossler seconded. All present said aye. Resolution 00-28 Meeting Calendar –President Kempe asked the Board to review the proposed meeting schedule dates and be prepared to modify and approve them at the December Board meeting. PUBLIC COMMENTS – Mr. Bob Abboud complimented the Zoning Board, the Plan Commission, and the Village Board for the manner in which they heard and responded to The Fritz Duda Company's request for a zoning amendment and land use plan. Trustee Sweet motioned to adjourn to Executive Session at 9:25 p.m. for the purpose of discussing matters of legal matters. Trustee Fossler seconded. Roll Call.
