On page 1, line 4 correct individual's name from "Porter" to "Noble". Trustee McManus seconded. All present said aye. Motion Approved Trustee Briggs motioned to approve the amended minutes of the Executive Session of December 15, 1999. McManus Monthly Report - Trustee McManus deferred to Interim Chief Clauser, who summarized the Police Report for the month of December 1999. Fossler MFT Resolution – Trustee Fossler motioned to adopt a resolution appropriating $93,000 in Motor Fuel Tax Funds for the Year 2000 Road Program. Trustee Horne seconded. Roll Call. Ayes: 7 (Russo, Fossler, Horne, Sweet, Briggs, McManus, Kempe) Nays: 0 Absent: 0 Resolution 00-1 Monthly Report - Trustee Fossler announced that sealed bids for the Year 2000 Road Program must be received by February 15, 2000. A chart of the history of resurfacing Village roads and their status was distributed to the Board. Trustee Fossler noted that 17.8 miles of roads have been resurfaced to date. Trustee Fossler relayed notices for work this year from the Illinois Department of Transportation regarding the resurfacing of County Line Road from Bateman Road to Deerpath Road west of Quentin Road, and from the Cook County Highway Department regarding the resurfacing of Otis Road from Sutton Road to Dundee Avenue. FINANCE – Charles W. Sweet Treasurer's Report - Trustee Sweet presented the Treasurer's Report for the month of December 1999. Trustee Sweet motioned to accept the report. Trustee Horne seconded. All said aye. Motion Approved Presentation of Bills - Trustee Sweet motioned to approve the payment of bills for January 2000 totaling $178,089.65. Trustee Briggs seconded. Roll Call. Trustee Sweet motioned to adopt the amended ordinance designating Harris Bank Barrington, Suburban Bank of Barrington, Bank One, Cambridge Bank, Barrington Bank and Trust, and Mercantile Bank for deposit of Village revenues. Briggs Plan Commission – Trustee Briggs reported that the Plan Commission did not meet in January due to no items before it. Census 2000 – Trustee Briggs reported that she and Mr. Kosin had attended the Palatine Census Office Open House at which there was emphasized the need for enumerators to visit those households that do not respond to the March 2000 mailing. BUILDING & ZONING – Theodore L. Horne Building Reports – Trustee Horne reported that 2 building permits had been issued between December 10 through 31, 1999. These include 1 residential addition and alteration and 1 in-ground swimming pool. There were 37 inspections completed and 1 meeting attended during this time period. Trustee Horne reported that 5 building permits had been issued between January 1 through 16, 2000. These include 2 single-family residences, 2 residential alterations, and 1 in-ground swimming pool. There were 15 inspections completed and 1 meeting attended during this time period. Annual Building Report - Trustee Horne reported that 99 building permits had been issued between January 1 through December 31, 1999. The total of new homes was 23. Village Board Meeting January 24, 2000 – page 4 ZBA Report - Trustee Horne stated that the Zoning Board of Appeals meeting had been cancelled in January due to inclement weather. HEALTH, ENVIRONMENT AND INSURANCE – Lorraine H. Briggs Solid Waste Management – The December 1999 recycling report shows that 3.55 truckloads of recyclables had been diverted from landfills, which represents 866,860.23 pounds collected from an average of 717 homes serviced per week during that month. The Curbside Recycling Report for Calendar Years 1991 through 1999 shows that the number of truckloads diverted from landfills has increased from 9.7 in 1991 to 43.4 in 1999, which is a substantial improvement in residential recycling efforts in that time period. Medical Insurance – Trustee Briggs informed the Board that their vote on Met Life's conversion from mutual to stock is due by February 7, 2000. Common stock would be held in a trust for the beneficiary (Village). Trustee Sweet motioned to vote in favor of the demutualization of Met Life and accept common stock. Trustee Horne seconded. Russo Monthly Report – Trustee Russo reported that, thanks to the efforts of Robert Kosin and Chief Clauser, the natural gas service within the Village Hall had been increased to accommodate the simultaneous operation of the generator and the furnaces. Library Satellite – Trustee Russo stated that the Barrington Area Library District has proposed a book drop-off box located in the lobby of the Village Hall. Long-range planning includes discussion on the location of satellite library facilities. ATTORNEY – George Lynch Litigation – Attorney Lynch stated that matters of personnel and litigation would be addressed in Executive Session. ADMINISTRATION – James A. Kempe Plan Commission Vacancy – President Kempe requested that Trustee Briggs interview an applicant for the Plan Commission vacancy.
