All present said aye. Motion Approved PUBLIC SAFETY – Brian J. McManus Monthly Report - Trustee McManus deferred to Interim Chief Clauser, who summarized the Police Report for the month of September 1999. Chief Clauser noted that the Police Department has initiated a selection process to fill the Corporal position vacancy and is advertising to fill a vacancy in Communications. IDOT Grant – A grant from the Illinois Department of Transportation, in the amount of $10,582, has been awarded to the Police Department for the purpose of reducing the number of impaired motorists on Village highways. Fossler Vehicle Operation Ordinance – Trustee Fossler motioned to adopt an ordinance establishing weight limitations and a speed limit of thirty-five (35) miles per hour for Rock Ridge Road, Rolling Hills Road, Long Meadow Drive, and Long Meadow Court as well as installation of stop signs on certain of these roads. Trustee Russo seconded. Roll Call. Ayes: 6 (Russo, Fossler, Horne, Briggs, McManus, Kempe) Nays: 0 Absent: 1 (Sweet) Ordinance 99-10 Monthly Report - Trustee Fossler reported that the traffic count as well as the Fall road patching was completed. Trustee McManus requested a list of roads selected for fiscal year 2000 road resurfacing as soon as it is available. FINANCE – Charles W. Sweet Treasurer's Report - In the absence of Trustee Sweet, President Kempe presented the Treasurer's Report for the month of September 1999. Trustee Horne motioned to accept the report. Trustee McManus seconded. All present said aye. Motion Approved Presentation of Bills - Trustee McManus motioned to approve the payment of bills for October 1999 totaling $195,206.57. Trustee Briggs seconded. Roll Call. Ayes: 6 (Russo, Fossler, Horne, Briggs, McManus, Kempe) Nays: 0 Absent: 1 (Sweet) Motion Approved Overtime –Trustee McManus motioned to approve payment of $4,455.09 in overtime expenses for September 15 through 30, 1999 and $3,673.12 in overtime expenses for October 1 through 15, 1999. Briggs Plan Commission – Trustee Briggs reported that the Plan Commission had met with the Executive Director of BACOG, Don Klein, and discussed the BACOG Comprehensive Plan. Village Board Meeting October 25, 1999 – page 3 BUILDING & ZONING – Theodore L. Horne Building Reports – Trustee Horne reported that 10 building permits had been issued between September 16 through October 15, 1999. These include 3 single family residences, 2 residential additions and alterations, 1 private horse stable, 1 detached garage, 1 detached garage addition, 1 storage building, and 1 site development. There were 87 inspections completed and no meetings attended during this time period. ZBA Report - Trustee Horne stated that the Zoning Board of Appeals had not met this month. HEALTH, ENVIRONMENT AND INSURANCE – Lorraine H. Briggs Solid Waste Management – The September 1999 recycling report shows that 4.33 truckloads of recyclables had been diverted from landfills, which represents 86,500 pounds collected from an average of 780 homes serviced per week during that month. Trustee Briggs noted that the 65,420 pounds of paper & fibers recycled in September represents 559 trees saved in one month and the total recycled to date represents 43,000 trees saved. BUILDING AND GROUNDS – David A. Russo Monthly Report – Trustee Russo reported that minor improvements have occurred in buildings and grounds, and that the property is ready for winter. He deferred to Trustee Briggs who reported that perennial asters were planted to replace some of the annual petunias. In addition, the berm was tapered in the area of the southern parking lot and planted with Red Twig Dogwoods. ATTORNEY – George Lynch Litigation – Attorney Lynch stated that matters of personnel and litigation would be addressed in Executive Session. ADMINISTRATION – James A. Kempe There were no matters to present or discuss. PUBLIC COMMENTS President Kempe recognized Derek Ronanonski, who asked when Helm Road would be resurfaced under the Village's Road Program. President Kempe responded with an explanation of road easements and their implication on the road program.
