Kempe EJ&E Mr. Greg Furda reviewed with the Board the information their citizens group, an ad hoc committee of BACOG, has on the proposed commuter line using the EJ&E railroad tracks that run thorough the Village. No action was taken except that the Board concurred that they do support the committees efforts to stop this commuter line from being established. ROADS AND BRIDGES - LOUIS J. KLEIN JR HLR Contract - Trustee McManus motioned to authorize President Kempe to sign the yearly 1992 contract with the engineering firm, Hampton, Lenzini and Renwick. Trustee Klein seconded. Horne Building Report - There were 3 building permits issued from December 14, 1991 thorough December 31, 1991, as follows; l single family residence, l satellite dish antenna and l detached garage. There were a total of 109 building permits issued in 1991. There was one exterior deck structure permit issued between January 1, 1992 and January 17, 1992. There were a total of 58 inspections and meetings during both time periods. Com. Ed Special Use - Trustee McManus motioned to pass a resolution granting a special use permit for modifications by Commonwealth Edison Electric Company at the Dundee Substation. Resolution 92-2 Passed Zoning Map - Trustee McManus motioned to pass a resolution adopting the 1992 edition of the official zoning map of the Village of Barrington Hills. Trustee Briggs seconded. All said aye. Resolution 92-3 Passed HEALTH AND ENVIRONMENT - Lorraine H. Briggs Worker's Compensation Ins. - The matter of obtaining a new worker's compensation carrier was tabled until the February meeting. Curbside Recycling - Trustee Briggs presented to the Board a memorandum showing an overview of the Village's curbside recycling during 1991. The Board concurred that more effort should be made to education our residents about this program. Good Shepherd Hospital - Trustee Briggs submitted to the Board of Trustees a report on her tour of Good Shepherd Hospital and their Vision 2000 Strategic Plan for the hospital's future. Landscaping with Native Plants - Having attended an all day seminar titled "Landscaping With Native Plants", Trustee Briggs recommends that the Board should amend certain sections of Village Code under Title 6 and Title 7. Native grasses should be included under "perennials" in the list of landscaping materials for Subdivisions. "Weeds" should be defined specifically. Compost Pile - Mr. Brodner appeared before the Board to thank them for sending the letter to the Village of Barrington concerning the illegal compost pile located at the corner of Route 68 and Route 59. The Board assured him that they would do all they could to have this matter corrected. ADMINISTRATION - James A. Kempe Fox Valley Expressway - Ms. Kathy Tucker reviewed the progress her citizens committee has made concerning stopping the Fox Valley Expressway from coming through the Village of Barrington Hills. Guest Houses - The Board of Trustees have directed the staff to review the ordinance concerning "Guest Houses" in the Village of Barrington Hills. Multi-Media CATV - Trustee McManus motioned to adopt an ordinance granting permission for the transfer of a nonexclusive franchise, as amended, for the operation and maintenance of a cable communication system in the Village of Barrington Hills from Dowden Communications Investors, L.P., to Multimedia Cablevision of Illinois, Inc. Trustee Sweet seconded. All said aye. Ordinance 92-3 Adopted Safety Officer - Trustee Klein motioned to have the Building Officer also serve as the Safety Officer for the Village Hall of Barrington Hills. He will report directly to the Director of Administration. Trustee Sweet seconded. All said aye. An ordinance will be prepared to add this officer to the Village Code. Briggs Office Paper Recycling Trustee Briggs, Dir. of Administration Robert Kosin and Village resident, Dee Kieckhefer recently visited the new Browning Ferris Recycling Facility. As a result of the visit, the Village of Barrington Hills will be the first municipal building to participate in BFI's new commercial program which recycles everything, including white office paper, computer paper, stationary, and white folders and envelopes in one container. BFI will deliver and pickup a Green "Recycle Now" container for this purpose. ADMINISTRATION - James A. Kempe Lighting Trustee Horne asked that consideration be given to reviewing the outside artificial lighting restrictions for residents in the Village of Barrington Hills. Motion Approved IDOT Planning Meeting The Illinois Department of Transportations will hold a Public Hearing at the Presbyterian Church of Barrington, October 15th on the State Route 62 construction in front of the Village Hall. The Board stated that there is a serious safety hazard in the plans as presented by IDOT. President Kempe stated that they are acting in an arbitrary and capricious matter in not allowing for a traffic light at the Village entrance and by not having a pull off for overweight trucks. Further discussion will be held with the Robert Lenzini, the Village Engineer and Richard Burke, the Village Attorney on this matter. There will also be a Public Hearing by IDOT on October 14th at the Palatine Village Hall on possible improvements of State Route 14. BUILDING AND ZONING - Theodore H. Horne Building Report - There were 9 building permits issued from October 17, 1992 through November 15, 1992, as follows; 1 residence, l residential addition, 2 residential alterations, l building alteration (barn), l residential addition and alteration, l detached garage, l storage shed (pool cabana), l private horse barn. There were 75 inspections and meetings. ISP Committee Report - Trustee Horne motioned to approve instructing Attorney Susan Connelly to begin preparing a contract to address the Illinois State Police's proposal to add 20 feet to the height of the Cellular One Tower and attach three antennas to this extension. Trustee McManus seconded. All said aye. Motion Approved HEALTH AND ENVIRONMENT - Lorraine H. Briggs Insurance - Trustee Briggs reported that the Combined Insurance Company has notified the Village that the rate of our disability insurance will stay the same as last year. She noted however, that salary changes can affect the premium. Strays Halfway House - Trustee McManus motioned to pass a resolution establishing an agreement with Strays Halfway House, a nonprofit organization, who will place adoptable abandoned dogs in good homes. Trustee Klein seconded. All said aye. Resolution 92-15 Passed ADMINISTRATION - James A. Kempe Plan Commission - Trustee Briggs motioned to accept the nomination by President Kempe, of Daria Sapp to serve on the Plan Commission until April, 1995 for the unexpired term of R. Townley Rose who has become a Village Trustee. Trustee Rose seconded. All said aye. Motion Approved E911 Board - President Kempe accepted R. Townley Rose's resignation as Chairman of the E911 Board due to his new position as Village Trustee. He will stay as a member of the Board in the position vacated by Alex MacArthur. E911 Chairman - Trustee Sweet motioned to accept the nomination by President Kempe, to have Mr. Francis Goodman serve as President of the E911 Emergency Telephone System Board.
