VILLAGE OF BARRINGTON HILLS PLAN COMMISSION MINUTES JUNE 9, 2008 The regular meeting of the Village of Barrington Hills Plan Commission was called to order by Chairman Bosworth at 7:30 p.m. Commission Members Present: Kenneth Bosworth, Chairman Peter Grande Patrick Hennelly Joseph Messer James O’Donnell David M. Stieper Absent: Lou Anne Majewski Michael Schmechtig The Attendance Sheet is attached and made part of these Minutes. PREVIOUS MINUTES: Consideration to approve the May 5th Minutes was deferred to a subsequent meeting. COMPREHENSIVE PLAN REVIEW: Konstantine Savoy used a memo and table he had prepared previously regarding the update schedule of the Comprehensive Plan review. A public hearing was announced for these changes and copies of the changes were available prior to the hearing through the office of the Village Clerk. Mr. Savoy reviewed page by page the changes which reflected in his characterization changes that occurred since the last review in 2006. He also stated that he received comments from the Flint Creek Partnership and the Barrington Area Conservation Trust. The Chairman requested whether the comments regarding groundwater could be added after the review by the Commission and was so advised that substantive additions or alterations should occur before the Commission concludes its hearing. It was the sense of the Commissioners present to continue the hearing for the opportunity to include the groundwater information from BACOG. Also, the Chairman with the assistance of staff will so inform the Board of Trustees of the program of the Barrington Area Conservation Trust to preserve roadside landscape and the Commissions’ favorable disposition to the program. VIRIDIS – TRICIA LANE: A sketch plan was presented by representatives on behalf of Kit Klehm regarding the annexation of property to be the subject of a subdivision known as Viridis. It involves annexation of approximately twenty acres and rezoning to the one acre zoning district. The property is at the end of Tricia Lane and adjoins the EJ&E Railway to the east. A stormwater detention network was proposed as well as green features such as wind turbines and open pavers in the roadway. The sense of the Commission was that the annexation of the property was a preferable land use measure, but as to its density was an issue for the Board of Trustees. No further action would be taken until there is clarity as to the preferred pattern of development. HALLORAN SUBDIVISION – PREAPPLICATION CONFERENCE: Fred Halloran as owner of a lot in the Woodhaven Subdivision also purchased the property to the east formerly known as the Zimmerman parcel. It was proposed to use a portion of the Zimmerman parcel and his lot in the Woodhaven Subdivision to create a third lot. The new lot would access on Woodhaven Lane to Meadow Hill Road. It was the sense of the Commission that while the lot was in compliance with the Zoning District R-1, its access was still in question. Until the matter of access was resolved, the sense of the Commission did not believe it could go forward to consider a plat of subdivision. EXTERIOR LIGHTING Municipal Regulation: Robert Kosin and Gerald Callaghan reviewed the ordinance for the Commission. Present in the audience was Mary Bradford-White, President of the Barrington Area Conservation Trust, who also had undertaken a review and explains that exterior light was an item of interest to her organization. She references as source the Dark Sky organization and offered to contact them for additional information. The Commission decided to continue the matter to familiarize themselves with the regulations as it would apply to the lighting features they are most familiar with on their properties. TRUSTEE’S REPORT: Trustee Knoop was not present to provide any additional remarks. There being no further business, the meeting was adjourned at 9:15 p.m. after being so moved and seconded.
