VILLAGE OF BARRINGTON HILLS
PLAN COMMISSION MEETING
MAY 5, 2008



The regular meeting of the Village of Barrington Hills Plan Commission was called to order at 7:35 p.m. by Chairman Bosworth.

PREVIOUS MINUTES:  Consideration to approve the April 14th Minutes was deferred to a subsequent meeting.


EXTERIOR LIGHTING Municipal Regulation:  David Warner, who serves as Special Counsel to the Plan Commission, undertook a review of the previous research of municipal regulations of exterior lighting.  He distributed a memo he had prepared of the scope of regulations and that which was proposed in 1998 when the subject was last examined by the Plan Commission.

Lorraine Briggs was present to explain the process as previously undertaken.  She was the Trustee representative at the time for the Plan Commission.  The Plan Commission examined regulations of other municipalities and classified lighting by the purpose from security to landscape.  Also, standards were developed for duration, intensity, quantity and exemption from such standards.  The proposed regulatory scheme was proposed to the Board of Trustees who in turn forwarded it to the Zoning Board of Appeals.  A hearing was held and the recommendation was a regulatory scheme that built upon lighting as a nuisance which was adopted in Title Seven of the Village Code.

Mr. Warner stated the purpose for a broader scheme of regulations still exists as a valid public purpose.

Chairman Bosworth asked that the Commissioners acquaint themselves with the scheme of regulations and the subject should be scheduled again on the agenda.


TRUSTEE’S REPORT:  Trustee Knoop had no additional remarks.


There being no further business, the meeting was adjourned at 9:15 p.m. after being so moved and seconded.
