VILLAGE OF BARRINGTON HILLS PLAN COMMISSION MEETING JANUARY 10, 2005 The regular meeting of the Village of Barrington Hills Plan Commission was called to order by Chairman Wolfgram at 7:35 p.m. Commission Members Present: Kenneth Bosworth Peter Grande Patrick Hennelly Lou Anne Majewski James O’Donnell David M. Stieper Daniel Wolfgram, Chairman Absent: Thomas McGrath Michael Schmechtig The Attendance Sheet is attached and made part of these Minutes. PREVIOUS MINUTES: Commissioner Bosworth made the motion, seconded by Commissioner Stieper, to approve the December 10th Minutes as presented. Approval was unanimous by voice vote. COMPREHENSIVE PLAN REVIEW: The Commission reviewed the Roads and Trails section of the Comprehensive Plan, which represents the final portion of the Plan not yet reviewed. They also considered the section regarding disconnection and the implementation of the Plan through a land use guidance system. As previously presented, the recommended additions and/deletions will be noted by underline or strike through, with additional comments for review placed in brackets [ ]. The following were also in attendance for participation in this discussion: Trustees Daria Sapp and Robert Abboud, Jr., Robert Sitkowski substituting for Village Counsel Gerald Callaghan, Village Engineer Todd Gordon from Gewalt Hamilton, Cheryl Quick and Emily McHugh from the Riding Club of Barrington Hills, and Director of Administration Robert Kosin. After this discussion, resident Steve Knoop, 32 Otis Road, commented on the advantages to having Otis Road designated as a “scenic road” as well as his concern about the noise level of the EJ&E Railroad. The additions, deletions and comments will be noted in the final draft to be reviewed by the Plan Commission in its entirety at a future date. TRUSTEE’S REPORT: Trustee Sapp reported that a Levy Ordinance was passed with no increase over last year. Also, the Board passed the Subdivision Ordinance amendment regarding land application wastewater treatment systems as recommended by the Plan Commission at its December 2004 meeting. An amendment was made to the vehicular provisions of the Village Code regarding non-moving violations, to add to the list of prohibited operating conditions and increase the compliance fee from $25 to $50. The Board passed an ordinance for drainage standards for driveways and also approved the legislative platform for BACOG. Trustee Sapp said the Board has been having discussions regarding equestrian trails, which will also be on its January 24th Agenda, and invited all interested Commissioners to attend. There will also be a discussion about wildlife management. There being no further business, the meeting was adjourned at 9:50 p.m. after being so moved and seconded.
