VILLAGE OF BARRINGTON HILLS PLAN COMMISSION MEETING JANUARY 12, 2004 The regular meeting of the Village of Barrington Hills Plan Commission was called to order by Chairman Wolfgram at 7:35 p.m. Commission Members Present: Kenneth Bosworth Patrick Hennelly Lou Anne Majewski James O'Donnell David M. PREVIOUS MINUTES: Commissioner Majewski made the motion, seconded by Commissioner Hennelly, to approve the December 8th Minutes. Trustee Sapp asked that the name of the representative from the Riding Club of Barrington Hills in the2nd last paragraph on Page 2 be corrected to Julie Martens. Motion to approve the corrected Minutes carried unanimously by voice vote. KOTTKE CRABTREE NURSERY PROPERTY (UNINCORPORATED) PRE- APPLICATION CONFERENCE: In accordance with Illinois State law, the Village of Barrington Hills has the right within 1-1/2 miles of the Village to review any proposed development in an unincorporated area. This property is in unincorporated cook County, but adjoins the Village of South Barrington. It is being presented to the Barrington Hills Plan Commission as part of the pre-application conference provisions of the Subdivision Ordinance. Attorney Brian Fornek represents Gerald Meese & Associates, developers for the Kottke Crabtree Nursery property. It consists of 21 acres on the south side of Algonquin Road, east of Barrington Road. The proposal is to subdivide the property into 14 lots with a minimum lot size of 40,000 square feet and an average of 65,000 square feet. The residence will be on septic and well. Mr. Fornek identified two drainage patterns, one located east of the property with drainage to the northeast and part flowing to this site. There will be some berming with a retention area in the northeast corner. Drainage from that area will be diverted to the south and west both overland and by underground stormwater conduits to an existing pond in the southwest corner of the property. Mr. Fornek advised that the preliminary plan presented as a PUD has already been approved by Cook County, who is currently reviewing the final engineering which will include extensive landscaping and additional plantings. Mr. Fornek did not foresee any significant change in existing elevations. Village Engineer Mike Lukich said he had not yet seen the plans for stormwater management and other design requirements. Mr. Fornek said he'd send him a copy of the formal submittal to South Barrington. No further action was taken on this matter. COMPREHENSIVE PLAN REVIEW: Before proceeding with their review of the Goals & Objectives in the Comprehensive Plan, Robert Kosin asked the Plan Commission to consider inclusion of the following: (1) Fire protection to include emergency medical services; (2) Emergency services center (focal point) for man-made or natural disasters; (3) Coordination of residential and institutional use of security alarms and their connection with Village facilities; (4) Mapping/surveying, including field benchmark for vertical and horizontal datum; and (5) Establish a records retention and repository for all historical data within the Village. Attached is a draft of the proposed revisions to the Ecology and Character of the Goals & Objectives section. Additions and revisions are contained in brackets [ ] and deletions are indicated by strike-throughs. Continuation of the Comprehensive Plan review was scheduled for subsequent meetings. TRUSTEE'S REPORT: Trustee Sapp reported that at the last Board meeting a Levy Ordinance was passed which will increase tax bills. The required amount of signatures have been received to place on the March ballot the request to permit sworn officers of the Police Department to participate in a police pension plan. Trustee Sapp also said that the Board has looked at the proposed Business Park Zoning Ordinance submitted from the Zoning Board of Appeals. The Board deferred voting on the ordinance until they could have more time to study it. Judge Sullivan denied Barrington Hills' request to reopen the Duda case. There being no further business, the meeting was adjourned at 10:20 after being so moved and seconded.
