VILLAGE OF BARRINTON HILLS PLAN COMMISSION NOVEMBER 10, 2003 The regular meeting of the Village of Barrington Hills Plan Commission was called to order at 7:38 p.m. by Chairman Wolfgram. Commission Members Present: Kenneth Bosworth Peter Grande Patrick Hennelly Lou Anne Majewski Thomas McGrath James O'Donnell Michael Schmechtig David M Stieper Daniel Wolfgram, Chairman Absent: (none) The Attendance Sheet is attached and made part of these Minutes. PREVIOUS MINUTES: Commissioner Majewski made the motion, seconded by Commissioner Bosworth, to approve the October 15th Minutes. Commissioner Hennelly asked that a correction be made in the 1st sentence of the 5th paragraph on Page 2, changing "western" to "southern." Trustee Sapp also asked that the following be added to her Trustee's Report on Page 4: "The Barrington Hills Conservation Trust will be sending a representative to all of the Plan Commission meetings." COMPREHENSIVE PLAN REVIEW: In compliance with a directive from the Board of Trustees, the Plan Commission began its review of the Barrington Hills Comprehensive Plan. The last review had been conducted in 1995. Special Counsel Gerald Callaghan advised that once a draft of the Comprehensive Plan revision is completed, a public hearing should be held allowing for comments from the public. He also pointed out that this Plan should not be construed to regulate or control the use of private property, but rather is a means to state the Village's policies for future land-use actions. Memos had been distributed to the Commissioners from both Mr. Callaghan and Village Engineer Don Matthews highlighting some topics they believed should be taken into consideration during this review. The Commission reviewed the entire Preface and a portion of the Introduction. Additions, revisions and comments are contained in the attached, single-spaced pages in brackets [ ]. Deletions are indicated by strike-throughs. The remaining double-spaced transcription of the Comprehensive Plan is yet to be reviewed. Continuation of the Comprehensive Plan review was scheduled for subsequent meetings. TRUSTEE'S REPORT: Trustee Sapp introduced Julie Martens, a liaison for the Barrington Hills Conservation Trust. Ms. Martens read portions of an e-mail from Mary Bradford-White advising of a conservation easement granted by Horizon Farm to be co- held with the Barrington Hills Conservation Trust and the Conservation Foundation. The easement allows for 7 building envelopes of at least 5 acres. The lawyer for Horizon Farms was able to use specific goals and objectives mentioned in Barrington Hills' Comprehensive Plan as support of the placement of this conservation easement on the property. These building envelopes are in areas where there already are existing structures. Ms. Bradford-White stated that the intent of the family is for Horizon Farm to look forever as it does today, a beautiful open space in the heart of Barrington Hills." It was suggested a thank-you note be sent to the McGinley family, owners of Horizon Farms, expressing the gratitude of the Village for the dedication of that easement. Trustee Sapp advised that Judge Sullivan had made a ruling in favor of the Duda disconnection. The Board will be asking Judge Sullivan for reconsideration of that ruling. Patrick Hennelly was congratulated by Trustee Sapp for his appointment to the Emergency 911 Board. This year's snow plowing contract has been awarded to Plote Construction. The Board has directed the Barrington Hills Health Board to look at septic treatment systems in the area and propose wording to be incorporated into the Comprehensive Plan. There being no further business, the meeting was adjourned at 9:50 p.m. after being so moved and seconded.
