1.       Call to Order
 
Chairman Nikki Panos called the meeting to order on October 15, 2007, at 5:35 p.m. in the Barrington Hills Village Hall Training Room.

3.       Approval of Minutes
 
The Commission Members reviewed and approved the August 16 minutes as amended.    Linda Fox motioned and Pam Cools seconded the motion.  (6-0-1)
 
4.       Updates:  Mallen, Waltmire
 
Beth Mallen:  
 
Village Speed Limits are being adjusted further for roads not directly under Village Jurisdiction, reductions by 5 miles per hour on Brinker and other roads to be posted on .info website.
 
 
The Barrington Hills Board of Health smoking ban is a moot point given the State of Illinois has a ban starting in January 2008 with no exemptions.
 
The Board of Health is reviewing Burning ordinances again.  It seems some residents have been burning too close to out buildings and burning inappropriate materials at times that violate the ordinance.  Discussion is open for added restrictions.  McHenry County postponed their burning ordinance changes and review at this time.
 

Neal Waltmire

There is a call for an election Judge for Cook County to be located at the Village Hall.  Trustee Beth Mallen agreed to ask members of the ZBA at the meeting to follow the Communications Committee meeting and/or ask at the Trustee meeting.  Vicky is asked to post the notice on the .info Website.   The requirement is for next February’s Primary.

 The ZBA is addressing the following issues:

·         Cellular Tower Proposal 100’ North of Helm Road; 152 ˝ ‘ high.

·         Verizon Wireless Single Monopole – single carrier – applicants failed to provide all information.  All data to be provided November 14.

·         Tree Preservation - Acceptable Draft Ready for Public Hearing – post information on .info website

·         PCS Cellular Tower Ordinance – ready for Public Hearing

·         Large Barns Moratorium (over 10.5K sq. ‘ ) in effect until issues of Fire Protection and other requirements can be addressed.  Several petitions awaiting decisions.  New code proposed for 13.7K sq.’, Standard, international building code regulation with proper illumination and emergency police and fire and evacuation guidelines.  Currently the limits are at 10.8K sq.’ on 5 acres.

Lt. Colditz

The VBH has been asked to join a Major Crash Assistance Team for Lake County.  This provides access to equipment and will benefit all four counties in Barrington Hills.

o        Neal Waltmire agreed to contact the Committee members before each meeting by using the Village’s new reverse 911 system.  Committee members provided the best means of reaching them, phone and/or email ahead of the meeting for a reminder.

 
·    Website -   Village and Committee   Dan Mjolsness and Neal Waltmire
o        The Committee reviewed several sites for format changes and the suggestions were agreed upon in general.  More work on content and format is being done in the sub team meetings.  
o        Barbara Kemp was given the software for access to the site.
o        Vicky and Barbara and Beth met to address the changes presented at the meeting and come to conclusion on a recommendation for the new format which has to be provided to the developer.
 
·    Newsletter- Linda Fox

The last Newsletter for the year was mailed   Linda Fox will send the electronic version to Vicky Kelly for inclusion on the .info website.

 

 

·         Barrington Hills 50th Anniversary Activities – Patty Meroni

o        Patty Meroni provided a written report of the activities.

o        The mass mailings were very successful in gaining attendance at events.

o        The Countryside Reunion was very successful. Thanks to Denise Israel and others who volunteered. 

o        The Polo Match Riding Club Village Tent had many visitors and the Village requested this be budgeted again for 2008.

o       The theater and dinner event at the San Fillipo’s in November is not full.  Patty requested the committee to encourage participation.  Patty has found several sponsors since the event will cost more than tickets and the Village will not be covering the costs.  This is the Finale for the year.

Note: A gift for Patti Meroni was discussed once she left the meeting.  She has been wonderful as the planner and chief executive of the year long activities.
 
Nikki Panos entertained a motion for dismissal at 7: 12 p.m. The next meeting is on Monday, November 19,  2007, at 5:30 p.m. Linda Fox motioned and Maureen Prettyman seconded.  Motion Approved (6-0-1).  The next meeting is on November 19.
